CAREER DESCRIPTION

DATA ENTRY TECHNICIAN – EXTRA HELP

The Orange County Registrar of Voters (ROV) will begin accepting applications for Data Entry Technician Extra Help beginning on Monday, July 27, 2020This recruitment will be posted for a minimum of five (5) business days and will remain open on a continuous basis until the needs of the Agency are met. Qualified applicants are encouraged to apply immediately. The first review of applications will be done on or about Wednesday, July 29, 2020. Please Note: Only on-line applications will be accepted. These are Extra Help temporary/seasonal positions (these are NOT permanent positions). These Temporary Extra Help positions are estimated to end early-to-late November 2020. These positions will often require overtime on evenings and weekends.

REGISTRAR OF VOTERS

The Registrar of Voters is responsible for conducting elections in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.6 million active registered voters. As of March of 2020, Orange County has a new way to vote! Vote Center voting has replaced traditional polling place voting, offering many enhanced services to voters for up to 11 days throughout the County instead of just a single election day.

ABOUT THE POSITION

The Data Entry Technician-Extra Help position will fulfill staffing needs with in our Voter Data Services Department of the Orange County Registrar of Voters. As a Data Entry Technician- Extra Help in this department the job duties may include;
As a primary responsibility, uses a keyboard or data entry terminal to enter alpha and numerical data
Reviews documents for completeness, accuracy and consistency with procedures prior to entry
Extracts data from documents and coding for entry
Verify affidavits of new or re-registering voters daily under tight deadlines
Key corrections to voter information to ensure we have the most updated information
Verify signatures on petitions and registration affidavits
Proofread inputs to ensure accuracy
Key for long periods of time
Additional duties as assigned

DESIRABLE QUALIFICATIONS
The Ideal candidate will possess knowledge of data entry terminology and equipment along with the ability to;

Technical Knowledge | Office Experience

As a primary responsibility, uses a keyboard or data entry terminal to enter alpha and numerical data
Understand the procedures and regulations governing the areas of assignments; the terminology and documents used and apply that knowledge to the specific operations of the office
Key data at a rate acceptable for the position
Review documents for completeness, accuracy and consistency with procedures
Extract data from documents and coding for entry using information codes
Verify affidavits of new or re-registering voters daily under tight deadlines
Key corrections to voter information to ensure we have the most updated information
Verify signatures on petitions and registration
Proofread inputs and ensure accuracy
Keep focus when completing repetitive tasks for long periods of time
Proficiency in current computer systems and programs as well as modern office practices and procedures and the operation of equipment

PHYSICAL, MENTAL, AND ENVIRONMENTAL REQUIREMENTS

Physical Conditions: Vision sufficient to read standard text, fine print and various handwritings and to view a computer monitor; speak and hear well enough to communicate clearly and understandably in person and over the phone; independent body mobility sufficient to stand, sit, walk, stoop and bend routinely to perform daily tasks; ability to sit for prolonged period of time; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard and use other office equipment such as a stapler, telephone and photocopy machine.
Mental Conditions: Possess the ability to independently reason logically to reach conclusions and decisions; possess the ability to remain calm and appropriately focused in different interpersonal situations.
Environmental Conditions: Ability to work in an office environment and work with changing priorities, deadlines and multiple assignments concurrently.

SPECIAL REQUIREMENTS
All candidates considered for this position will be required to successfully pass a background check consisting of employment history, professional references and criminal check. Possession of a valid California drivers’ license, Class C and a clean driving record while employed in this classification might be required by the date of appointment. A driving records check consisting of a Department of Motor Vehicles (DMV) check will be conducted to verify the clean driving record.

RECRUITMENT PROCESS

Registrar of Voters-Human Resources will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

OC Registrar of Voters-Human Resources will screen applications and responses to supplemental questions for the minimum and desirable qualifications, to identify the most qualified candidates for the position based on the skills required to meet the needs of the Agency. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in this competition.

Online Self-Administered Examination | (Weighted 100%)

Applicants who meet both the minimum and desirable qualifications will be invited to participate in an on-line, self–administered assessment. Please note that part of this exam will be timed. Candidates will be notified via email of this process. Only the most successful candidates will be referred to the next step in the recruitment process.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List
Once all assessments have been completed, the Registrar of Voters-Human Resources will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future extra help vacancies.
